CCBHC Frequently Asked Question's

  • Are CCBHCs equal to Emergency Receiving Facilities (ERFs)?

Not all CCBHCs will include an Emergency Receiving Facility, but some will.

  • With workforce shortages how will the state staff the new CCBHC system?

CCBHCs have been shown to increase hiring.

The CCBHC financial model’s prospective payment system (PPS) encourages staffing by including the costs for hiring and retention in the CCBHC rate.

  • How do we file complaints for these organizations if they say they don't accept Medicare?

There are currently no certified CCBHCs in Georgia. All current CCBHC candidates are working toward certification. Therefore, the process for complaints is not yet in existence.

  • What is the reason for states with no CCBHCs?

Implementation of the model requires a great deal of planning, investment, and development by states and providers. Each state has a unique behavioral health system and path toward implementation.

  • Are there planned opportunities for Certified Peers?

We feel strongly about including certified peers throughout our system. They are an essential part of the Behavioral Health workforce and are in place in peer warm lines, mobile teams, and our crisis centers. CCBHCs also have a strong peer presence. CCBHCs require Peer Supports. DBHDD will be seeking input from stakeholders and the community, including people with lived experience as we develop the CCBHC criteria in Georgia. There will be opportunities for peers and peer-led organizations such as Georgia Mental Health Consumer Network, Georgia Parent Support Network, and Georgia Council for Recovery to participate in and inform system development.

  • Do the CCBHCs have to accept Medicaid and Medicare?

A CCBHC is required to serve individuals regardless of insurer or ability to pay.

  • In looking at the Georgia Map of CCBHCs we see a gap in parts of the state including south-central Georgia. Will there be future funding opportunities for CCBHCs?

Yes, we anticipate future funding for CCBHCs.

  • When is it expected that candidates will begin receiving credentialing as CCBHCs?

We are anticipating the beginning of certifications in 2023.

  • Can you share any information on the payment model (PPS) for CCBHCs and when DBHDD and DCH expect to be prepared to implement this new funding model?

DBHDD and DCH are actively working together to establish the prospective payment system (PPS) via a State Plan Amendment. Each CCBHC will engage in cost-reporting work to establish a CCBHC PPS rate for their CCBHC. We will update implementation dates as we move forward.
