Judy Fitzgerald Commissioner Judy Fitzgerald was appointed Commissioner of the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) in 2016. She has been with DBHDD since 2012, previously serving in the roles of Chief of Staff and Deputy Commissioner. Greg Hoyt Director, Hospital Operations Greg Hoyt joined DBHDD when it was the Division of Mental Health, Developmental Disabilities, and Addictive Diseases under the former Department of Human Resources team in April 2000 as the regional coordinator for the West Central area of Georgia. Monica Johnson Director, Division of Behavioral Health Monica Johnson, MA, LPC, has worked in the behavioral health field for 20 years. As the director of DBHDD’s Division of Behavioral Health, she oversees the offices of Adult Mental Health; Addictive Diseases; Children, Young, Adults, and Families; Crisis Coordination, Recovery; Prevention; and Federal Grants and Cultural Competency. Jeff Minor Deputy Commissioner and Chief Operating Officer Jeff Minor has served as deputy commissioner and chief operating officer of DBHDD since in 2012. Emile Risby, M.D. Director, Division of Hospital Services and Chief Medical Officer Dr. Risby joined DBHDD as chief medical officer in August 2011. His role expanded to include director of hospital services in June 2013. David Sofferin Director, Office of Public Affairs David is the director of the Office of Public Affairs which oversees the DBHDD Office of Constituent Services. Melissa Sperbeck Director, Division of Performance Management and Quality Improvement Melissa Sperbeck is the director of the Division of Performance Management and Quality Improvement. She oversees various offices with focuses on provider relations, performance analysis, quality improvement, Medicaid coordination, and the oversight of DBHDD’s contract with the Georgia Collaborative Administrative Services Organization. Ron Wakefield Director, Division of Developmental Disabilities Ronald Wakefield began working with the intellectual and developmental disability community in 1982 for a program administered by Temple University in Pennsylvania.
