Privacy Practices Notice
The Notice of Privacy Practices (HIPAA Policy 23-101) is official notification from the Department of Behavioral Health and Developmental Disabilities (DBHDD) about the rights each individual has as a person seeking or receiving services. This notice describes how your confidential and protected health information can be used or disclosed by DBHDD. It also explains how to get access to your confidential and protected health information. Please read the document in its entirety. If you have any questions, feel free to contact the DBHDD HIPAA Privacy Officer as shown on the Notice.

The purpose of these new rules and regulations is to implement general licensing requirements and standards for enforcement and sanctions. These rules and regulations reflect the authority granted to the Department of Behavioral Health and Developmental Disabilities (DBHDD) with the passage of House Bill 584 from the 2025 Legislative Session which transferred licensing authority from the Department of Community Health to DBHDD with respect to Drug Abuse Treatment and Education Programs, Narcotic Treatment Programs, Community Living Arrangements, and Adult Residential Mental Health Programs.
