Minor has a nearly 39-year career in public service to the State of Georgia. Prior to joining DBHDD, he worked in a variety of health, human services, and public safety settings. He served in progressively responsible positions from budget director, deputy commissioner of administration and finance to assistant commissioner at the Department of Juvenile Justice (DJJ). Prior to his service at DJJ, he was a principal budget and policy analyst in the Governor’s Office of Planning and Budget (OPB). In almost 20 years with the Department of Human Resources, he held positions ranging from caseworker at DFCS to director of the Division of Aging Services and serving on the DHR Management Team.
Minor earned degrees from Middle Georgia State University and Georgia Southern University. He and his wife Barbara now (at least on weekends) live in Dublin, Georgia, near their children and grandchildren.
