SUMMARY:DSP Transformational Change: Strengthening Person-Centered Service
Delivery within the HCBS Settings Rule (March 2026)
DESCRIPTION:This series of one-day interactive workshops are intended for D
irect Support Professionals so that they have a better understanding of th
e intent and expectations of the Medicaid HCBS Settings Rule. The Transfor
mation Change workshop will be offered 8 times across the state as an oppo
rtunity to learn and gain ideas to shift HCBS from a systems-framework to
a more individualized framework where the person who uses services is at t
he center of his/her life\, determining preferences\, having autonomy\, an
d making choices that work for them. A deeper understanding of the purpose
of the Rule and how to implement will create the “shift” to more pers
on-centered practices in our daily work. Furthermore\, through our better
understanding of the foundation of person-centered practices in service pr
ovision\, the people we work for will begin to realize their individual ro
le and live out their dreams versus the usual\, traditional manner in whic
 h services have been considered\, discussed\, and provided.\n\nThis worksh
op is designed for Direct Support Professionals recognizing their valued r
ole in supporting the people who are using the NOW/COMP waivers. We are re
commending 2 - 3 DSPs from each provider agency in each region served to t
ake information back and mentor others within their organizations.\n\nEach
workshop will be limited to 60 participants and will start promptly at 9:
30am and end at 4:00pm each day. Registration will begin at 9:00am. \n\nA
s a result of this training\, participants will be able to:Understand pers
on-centered practices and the elements of person-centered practices that s
 upport a people to have a full\, meaningful life.Discuss how person-center
ed practices are relevant to people with I/DD\, how to use them to support
people to have more meaningful lives.Recognize their individual role in i
mplementing the expectations of the Settings RuleArticulate the intent of
the Settings Rule\, describing how and why it matters in the lives of the
people we supportIdentify current services\, practices\, or places that ne
ed to “shift” to meet the expectations of the HCBS Settings Rule in th
eir daily workDifferentiate between service implementation that meets and
does not meet the HCBS Settings Rule.\n\nParticipants will leave with a pl
